Wilfredo (Willy) Gort was elected as City of Miami Commissioner in the City-wide election on November 9, 1993. In 1996 Mr. Gort was selected Vice Mayor, and served as acting mayor three months after the death of Mayor Stephen P. Clark.

Having worked on the 1994 – 1995 City Budget in collaboration with the city’s department directors and unions, Mr. Gort was able to reduce, city budget by over $20 million. Mr. Gort worked closely with the City Neighborhood Enhancement System (NET), believing that this the best system to better serve the community; indentifying each communities needs and addressing those needs to better each community and therefore strengthen the city community by community.

In 1996, Mr. Gort was appointed by the Mayor Joe Carollo, chairman of committee to create districts in the City of Miami. The result was a strong mayor 5 district form of government, approved by Miami voters.

 Four of the newly created districts had existing commissioners with four year terms. However, the new African American district was going to receive a two year term. Mr. Gort offered to change his term from that of four years to two years to allow the African American community the opportunity to elect a commissioner to a four year term, bringing our communities together.

From mid 1996, Mr. Gort was the chairman of the City of Miami Commission. Receiving a budget with a $64 million deficit, together with the Governor’s oversight board, his fellow commissioners, the unions and the city departments, Mr. Gort was able to balance the city budget for six years and create a surplus of over $60 million by the time he left office in November 2001. Because of his efforts, the City of Miami Commission no longer needed the Governor’s oversight board. The constituency of District One allowed Mr. Gort to represent them again in 1997 after having been reelected to a two year term in 1999.
 
A major accomplishment for Mr. Gort was to bring housing to Downtown Miami and in the different neighborhoods, utilizing Community Based Organization Systems. (CBOS) Furthermore, Mr. Gort worked with the Allapattah’s Produce Market Association to improve the traffic flow of cleanliness within the Farmers market.

It is with the above mentioned experience in working with the mayor, fellow commissioners, unions and city departments to resolve the deficit in 1996, that Mr. Gort decided to once again run for the position of the City of Miami commissioner, District One in order to work with newly elected Mayor Tomas Regalado and commissioners to deal with the current economic crises that faces the city.

Mr. Gort believes that the commission must work closely with the city administration, unions and departments to solve this economic crisis and bring stability back to the City of Miami and its constituency.
