Testing & Validation

The Testing and Validation Division is responsible for initial skills testing and screening of applicants to determine eligibility for a position. We are also responsible for all competitive examinations, promotional examinations, and employment interviews in the classified service. The Section ensures valid examination and interview procedures in accordance with the Federal Uniform Guidelines for Employee Selection Procedures, as well as compliance of test construction and test development to other applicable federal standards.

GENERAL INFORMATION:

All City of Miami classifications do not require assembled competitive examinations. There is not a single Civil Service Exam that an interested applicant can take to qualify for consideration for all jobs within the City of Miami. Because different jobs have different knowledge and skill sets, different selection tools must be utilized to ensure that the selection method is job-related, and to ensure that the employees hired have the requisite knowledge, skills, abilities and other characteristics needed to serve the citizens of our City.

FIREFIGHTER (As of November 15, 2010):

A MESSAGE TO CANDIDATES WHO PARTICIPATED IN THE JULY 2010 CITY OF MIAMI FIREFIGHTER STRUCTURED INTERVIEW PROCESS

The Miami Fire-Rescue Department recently received budgetary approval and funding to fill thirty (30) vacant Firefighter positions as opposed to the original thirty-five (35) positions. As such, the City has resumed the Firefighter hiring process with the release of interview results authorizing the Department of Fire-Rescue to fill thirty (30) vacancies in accordance with Civil Service Rule 8. The names of candidates whose written Firefighter examination score was high enough were included on the list referred to the Department of Fire-Rescue for only thirty (30) vacancies. Consequently, their names appear on the memo reflecting the final ranking from the Firefighter Selection Process.

Consequently, their names do not appear on the memo reflecting the final ranking from the Firefighter Selection Process, despite the fact that they competed. Their invitation to compete was based upon having initially certified scores for thirty-five (35) vacancies. We regret any inconvenience that they have experienced, but please note that their name will appear on the Firefighter eligibility register until the register expires or is terminated.

On May 7, 2009, a hiring freeze was instituted by the City Manager. As a result, no action is being taken in the hiring process for the Police Officer classification. It is not known at this time how long this freeze will remain in effect, but please be aware that in accordance with the City's Civil Service Rules the names of all candidates who took the June 2008 Police Officer Basic Recruit exam will remain on the current eligibility register. Once the City Manager lifts the hiring freeze, the Miami Police Department (MPD) will continue to process candidates who earned a passing score on the June 2008 Police Officer Basic Recruit exam. After MPD has completed processing candidates from the June 2008 exam administration, the June 2008 eligibility register will be terminated, and the Department of Human Resources will establish the October 2008 eligibility register.
