60-Day Preliminary Sufficiency Review Letter (dated February 17,
2006)
A Final Sufficiency Letter from the
Florida Department of Community Affairs (DCA)
will be sent to the City no later than March
21st, 2006.
Letter of Sufficiency (dated April 28, 2005)
Following the adoption of the EAR, the
Florida Department of Community Affairs (DCA) completed a 90 day
final sufficiency review of the adopted EAR
document. This letter determined that the
adopted EAR was insufficient for reasons
elaborated in the DCA Letter. Over a 30 day
period prior to the Final Sufficiency Letter,
the City and its consultants were in
communication with DCA and provided additional
information which will be incorporated into a
revised EAR document. The City understands this
revised EAR when re-adopted by the City, will be
determined to be sufficient by DCA. This
perspective is elaborated and supported in this
Sufficiency Letter.
THE 2005 EVALUATION AND APPRAISAL REPORT

As
of November 2007, the City is preparing a series
of amendments based on the 2005 Evaluation and
Appraisal Report (EAR).
The EAR-Based Amendments are amendments or
changes to the current Miami Comprehensive
Neighborhood Plan's (MCNP) elements, goals,
objectives, and policies. As required by
Florida Statutes (Section 163.3191, F.S),
the recent Evaluation and Appraisal Report (EAR)
was an evaluation of the City's goals,
objectives, and policies as to the effectiveness
of the MCNP reflecting current identified
neighborhood issues. The EAR made
recommendations for updates and improvements
only. The State Department of Community Affairs
subsequently requires these recommendations be
formally addressed in an amended MCNP. The
State requires that this process be completed
for the City of Miami by August 2008.
Compilation Report
This Report is a significant required document that is part
of the Miami Comprehensive Neighborhood Plan Evaluation and Appraisal Report (EAR) process.
The City must prepare a list of major issues and strategies to update the Comprehensive Plan
and make it more user friendly. The Florida Department
of Community Affairs
concur
that these are the issues on which the report
should focus. Upon agreement, a “Letter of Understanding”
was created between the
Florida Department of Community Affairs and the City to
avoid misunderstandings during the review of the
adopted evaluation and appraisal report (EAR).
1995 EVALUATION AND APPRAISAL REPORT
(EAR)
Updated November 1, 1995
This document was completed in September 1, 1995
on the 1989-2000 Miami Comprehensive
Neighborhood Plan (MCNP). Based on this
evaluation, the report suggests how the plan at
this time should be revised to better address
community objectives, changing conditions and
trends affecting affecting the community, and
the changes in state requirements regarding
growth management. Please see attachments
for recommendation on MCNP elements.
